Five members of the public attended:
- Two were representatives of the Boscastle & Crackington Gig Club CIO, available to answer questions.
- One member from the Harbour Rowing Club attended to listen and offer background if needed.
- Two attendees were present to speak to planning application PA25/04815.
Planning Considered
- PA25/05594 – Listed building consent to install an oak post for a mini antenna with underground ducting Location: Lime Kiln, The Harbour, Boscastle, PL35 0HD
- PA25/04815 – Outline planning permission for one new dwelling with demolition of existing outbuilding Location: Land at Peartree Garden, Fore Street, Boscastle, PL35 0AX
- PA25/06444 – Tree works (T1 Holm Oak, T2 Elm) due to proximity to power/BT lines Location: Trees at Penally Hill, Boscastle
- PA25/05292 – Change of use of Railway Cottage to unrestricted residential use Location: Railway Cottage, Higher Pendavey, Camelford, PL32 9TY

- Planning liaison meeting to be arranged with Cornwall Council.
- Letter to be drafted in response to Cornwall Council’s reply regarding the Marazion Town Council support motion.
- Resident queries about parking and TPO to be redirected to Cornwall Council.
Reports
- Cornwall Councillor: Budget planning underway for 2026; council tax likely to rise to the maximum allowed. Geothermal planning application scheduled for Strategic Planning Committee on 25th September.
- Chairman: Parish minibus is out of action due to an incident. The Boscastle CIC has used reserves to keep toilets open, affecting ability to fund repairs. Of six cones on Tintagel Road, only four remain.
- Clerk: No further items.
Meeting Items
- Gig Club CIO: The Club provided a covering letter and constitution. Council noted assets are protected for transfer to similar organisations. Suggested including independent trustees from the wider community.
- Car Park – Toilets: The car park levy reinstatement is welcome news. Councillors discussed the need to secure long-term funding for toilets and explore including contingency in the Parish Council’s own budget. A further CIC grant to help with interim running costs and minibus repair was suggested.
- Highways: B3266 resurfacing confirmed: 29th September–10th October, 7.30am–5.00pm. Concerns raised over school run and access to Doctors Hill during closure.
- Civil Emergency & Contingency: BT phone box back in service. Draft Community Emergency Plan shared with Cornwall Council Emergency Management (CCEM) and Cornwall Community Flood Forum (CCFF), with feedback received. Safeguarding policy requested by CCEM. Awaiting agreement from Village Hall and Community Centre trustees on use of facilities as emergency assets.
- Communications & Website: Push notifications are working and gaining subscribers. Website audit to be carried out for broken links and outdated pages.
- Camelford Bypass: Council to work collectively with other parishes if needed. Camelford Town Council continuing to seek funding via revised quotes.
- Play Area: Monthly inspection passed. Rocker repaired; awaits refitting. Bench requires fixing. Working group to write specification and proceed if quote is within budget. Cllr Bridges will raise with school governors the idea of involving children in the replacement of the junior multi-play tower.
- Castle Site: Interpretation board timber split noted but appears to follow natural grain. Monthly inspection: all satisfactory; bin emptied.
- Community Champion Award: Open for nominations. Online form now available.
- Paradise Triangle & Village Works: Awaiting relocation of picnic bench from Castle Site to Triangle. No further updates.
- Community Centre: Successful grant award from Cornwall Levelling Up Programme (CLUP). Funding includes an extension build, to be completed by end of December 2025. Councillors expressed concern over tight deadlines and programme administration. Planning application expected.
- Geothermal Planning (PA23/10067): Cllr Yates confirmed he will attend the Strategic Planning Committee on 25th September alongside CCllr Burnett.
- Parish Council Phone Number: Proposal for a local VOIP number to divert calls to a mobile or laptop. Research ongoing into cost-effective solutions.
- Riverside Walk: Meeting held with National Trust; vision developed. Follow-up meeting and draft letter planned.
- Parking restrictions on Old Road opposite The Wellington: Council reaffirmed its expression of interest for inclusion in the next Traffic Regulation Order (TRO) review.
