- PA23/10067 (Geothermal Application) has gone to appeal – to be discussed on 27th November

- Cornwall Councillor: Paradise Road sign to be reinstated shortly. JustPark calculation error resolved.
- Chairman: No further report
- Parish Clerk: Explained the new Assertion 10 for 2025/26 Annual Governance and Accountability Return, covering data protection and website compliance. Council to agree a process for the 5-day planning protocol; Clerk to circulate guidance for majority response formulation.
Meeting Items
- Car Park – Toilets: Cornwall Council has confirmed the car park levy will resume, but funds will be paid annually in arrears, starting with a half payment in April 2026. This creates a short-term funding crisis for the CIC, which cannot sustain operations through to April 2027. New CCTV has been installed to deter ongoing vandalism .
- Highways: B3266 resurfacing confirmed for 12–23 January 2026, to include some drainage works .
- Civil Emergency and Contingency: Five residents have volunteered for the community emergency response group. No further update on mobile coverage issues (EE).
- Website and Communications: Cllr Hitchman-Smith and the Clerk will revisit website items in the New Year.
- Play Area: Monthly inspection passed. Cllr Bridges has spoken with school governors about involving children in designing a replacement for the Junior Multi-Play tower and seek a ballpark quote for budgeting purposes.
- Castle Site: Monthly inspection passed. New support post installed for the interpretation board. A fallen tree from the Wellington side was reported to St Austell Brewery. Bin nearly full – collection arranged. Councillors reminded to consider Castle Site projects when preparing the budget.
- Works Around the Village: Castle site picnic bench has been repaired and relocated. Next phase is the left-hand side, involving clearance and Sycamore tree removal.
- Playing Field – Dog Fouling: Environmental officer has no major concerns. Dog deterrent spray applied along Bridge Walk to protect walls and shopfronts.
- Community Centre: Building work starts Monday. Contractors appointed; work expected to last until at least end of January.
- Riverside Walk: NT meeting held; working group has developed a shared vision. Vegetation has been cut back, improving the path.
- Parking – Old Road: Parish Council hopes to include this in its Community Highways Improvement Programme submission.
- Budget Preparation: Councillors asked to begin thinking about 2026–27 budget priorities.
- Documentation Review: Safeguarding Policy and Procedure considered too complex; Clerk to simplify and condense.
